About

Eboni L. Ceasar, Ph.D., is a nationally recognized social work leader, educator and strategist whose work advances mental health innovation, health equity and workforce transformation. Ceasar leads an expanding portfolio of initiatives designed to strengthen behavioral health access, modernize training pathways and elevate community-centered models of care across Central Texas and beyond.

In her role at Dell Med, Ceasar serves as executive leadership for the Department of Psychiatry and Behavioral Sciences and strategic development for the Division of Social Work, guiding integrated behavioral health programs, academic partnerships and statewide clinical training initiatives. She co-directs the Integrated Behavioral Health Scholars Program in collaboration with the College of Education, School of Social Work and School of Nursing, preparing the next generation of clinicians through rigorous, equity-driven training grounded in culturally responsive and evidence-based approaches. Her leadership extends to key statewide efforts — including TCHATT and CPAN/PeriPAN — where she contributes expertise in systems design, interdisciplinary collaboration and stewardship of sustainable behavioral health models that support youth, families and complex care ecosystems.

Ceasar’s scholarly and administrative leadership reflect deep commitments to access, representation and scalable solutions to behavioral health workforce shortages. She has developed innovative pipeline and workforce initiatives that expand practicum opportunities, increase independent licensure readiness and strengthen supervision infrastructures across health and social care settings. Her work integrates implementation science, resilience and stewardship-based frameworks and equity-centered design principles, enabling teams and partners to translate system needs into meaningful, sustainable action.

A dedicated educator and mentor, Ceasar is widely recognized for her ability to integrate practice wisdom, research and collaborative leadership. She teaches and presents nationally on topics including well-being frameworks, interdisciplinary behavioral health practice, leadership in complex systems and approaches to supporting practitioners and teams in high-demand environments. Her leadership philosophy emphasizes shared ownership, relationship-centered practice and strategic clarity — values that inform her work with students, faculty, clinical teams and community partners.

Ceasar brings significant governance experience to her professional portfolio, most notably as president of the National Association of Social Workers — Texas chapter, where she leads statewide efforts to strengthen the social work profession, advance policy priorities and support the well-being and leadership of more than 6,000 members. Her board service reflects her commitment to shaping a strong, representative and future-ready behavioral health and social work workforce for Texas.
